We are writing to ask you to address the issue
of the IWC conference recently held in Morocco. We are receiving so outrageous
and unacceptable news from Japan that are simply impossible to be left
unanswered.
It has been exposed that Japan exploits the
situation of disadvantaged countries by offering aid packages for their vote in
favour of continuing whaling operations.
Such corruption of the vulnerable countries
undermines the prestige of international conventions and organizations, and
questions the credibility and good faith of all involved countries. Especially
because of this latter reason it is highly important that Japan give up this
practice and take steps to ease tension created by the issue in question.
In addition, the issue of the so called “Tokyo
Two” must be mentioned here. As Your Excellency might well be aware of, two
activists, Junichi Sato and Toru Suzuki unveiled illegal whale meat trafficking
in 2008. However, despite clear evidence, they were accused of theft and
trespassing by the Japanese authorities. The activists' purpose was to draw
attention to the fact that Japanese government uses Japanese taxpayers’ money
to practice an internationally disapproved and corrupt habit disguised as
scientific research. UN Human Rights Council's Working Group and Amnesty
International ascertained that the authorities repeatedly violated human
rights, international conventions and local laws.
Therefore we
kindly ask you in particular to help us ensure that the following
measures are taken in the above issues:

Japan
must stop buying the votes of small nations. No aid system should be linked to
the whaling issue and helping those nations in favour of whaling would be a
corruptive act. The ocean and its treasures are common property of mankind;
they belong to everybody and nobody at the same time.

Following
our awareness-raising vigil on 12 February at the embassy we are calling for
impartial investigation on the whale meat smuggling and we demand the absolving
of the “Tokyo Two”. Our demand is not standalone since 40 countries and 300.000
signatures represent the storm of indignation.
Your Excellency Mr. Ambassador, based on the above, we kindly ask you to
forward our objection and return answers to the following questions:

to this matter.
